5月28日（水）、歌舞伎町商店街振興組合（片桐基次理事長）の第53回通常総会が、日本料理「車屋」にて開催されました。

歌舞伎町商店街振興組合は、戦後焼け野原から「歌舞伎町」を誕生させた復興協力会を起源に、商店街振興組合法の施行を受けて昭和38年に設立された。
商店街振興組合法の総則（第１条）では『商店街が形成されている地域において小売商業又はサービス業に属する事業その他の事業を営む者等が協同して経済事業を行なうとともに当該地域の環境の整備改善を図るための事業を行なうのに必要な組織等について定めることにより、これらの事業者の事業の健全な発展に寄与し、あわせて公共の福祉の増進に資することを目的とする。』とある。
任意組織の『町会』などとは違い、法に定められた、地域の経済活動や環境、整備等における「民意」を代表する組織であり、個々のではなく、その協同によって達成しうる事業の主体となる。例えば公共財源、要するに「税」による地域への投資においても、あくまでこの組織の「意」を受けて公布されるものである。
また、明るく安全な街づくりを目指してきたこの歌舞伎町商店街振興組合は、構造的には歌舞伎町内の各町会と連合し、例えば、街路灯や一番街アーチなどの多くが、これらの組織が保有する代表的なインフラでもある。

5月28日、歌舞伎町商店街振興組合の第53回目の総会が開催されたわけだが、会で報告された平成25年度の事業報告、並びに平成26年度の事業計画（概要）は以下の通り。

平成25年度事業報告

周辺環境の中でも特筆すべきは9月に施行された新宿区客引禁止条例。これを受け、新たに警察官OBの防犯パトロール指導員を4名に増強し、月曜から土曜まで毎日、靖国通りの青灯交番を拠点に客引き対策に乗り出しました。
うち週3日組合員も参加し、新宿警察署、新宿区の協力を仰ぎ、悪質な客引きの撲滅につとめてまいりました。
これにより目に余る居酒屋などの客引きは少なくなったものの、客引きを業とする一部の者、更には風俗店の客引きは悪質巧妙化し、警察も「客引き詐欺」として対策に乗り出したところです。

歌舞伎町のシンボルである一番街アーチもLED化・耐震化の改修を行い観光客の撮影スポットとなっております。この観光客に対しては、グレースリーホテル、アパホテルの建設着工を期に観光拠点としての歌舞伎町をまちづくりの中心に置いて取り組みました。

従来は歩行者中心の歩きやすいまちづくりがコンセプトでしたが、大型観光バスや特に空港リムジンバスの導入に向けて舵を切ったところです。
世界最大のターミナル新宿駅を擁し、その圧倒的交通利便性と歌舞伎町の持つ眠らないまちの融合です。

新宿区による歌舞伎町まちなみデザインガイドラインも長きに亘る議論を終え集約されました。今年はその実行整備に移ります。

平成26年度事業計画

本組合は、組合員の相互扶助の精神に基づき、組合員の事業並びに歌舞伎町の健全な発展に貢献することを目的とした、必要な共同事業を行い、また、周辺環境の整備を促進するとともに、街の環境および公共福祉に留意した事業に取り組んでまいります。

今年度は観光拠点のまち歌舞伎町を推進する為、今年より創設したコンシェルジュ委員会で議論を深め、とりわけ宿泊客のニーズに応えられるおもてなしの仕組みづくりを構築してまいります。
これに先立ち大型観光バスの導線確保につとめます。これらは悲願である空港リムジンバスルート誘致に向けた大切な下地となっていきます。
昨年より施行された新宿区客引禁止条例に基づく町内防犯パトロールは、今年も引き続きその体制を強化して悪質な客引きの撲滅につとめます。（等）
